I think rules have to have meaning to them; what are you trying to accomplish by a certain rule. Otherwise, it would easily turn into a D/s relationship, which is very different than traditional DD.

I would definitely talk through your feelings in a very respectful way. You should know the expectations and consequences. If you have too many rules, it can feel overwhelming! We learned quickly to really focus on my attitude and respect towards my husband. We let the more minor stuff fall away. We both figure that we can add rules in as needed, but don't want to overwhelm either of us. Also, I think that you can always bring up different subjects to talk about... he's probably just very excited about his new role.
